New Developments

The Housing Authority of Joliet, sponsor of the Liberty Meadow Estates Mixed Income Residential Community, secured funding for Phase I of the three Phase project in 2007. The Master Plan includes the construction of approximately 188 affordable housing units (128 lots) on 63.96 acres. Construction begins on Phase I in the Fall of 2007

Phase I - Located on approximately 30.71 acres of the 63.96 acre site, will consist of 56 lots and 74 units (36 duplex units and 38 single family homes): 63 tax credit single family/duplex mixed income lease to own units (for families at or below 60% AMI) and 11 market rate single family/duplex lease to own units. Construction is anticipated to begin upon closing September, 2007 and should be complete in September, 2008.
Project cost is $17,968,766 which is funded utilizing public and private sector resources, inclusive of proceeds from the sale of 9% low income housing tax credits, proceeds from the sale of Illinois State Donation Tax Credits, City of Joliet and Will County HOME Funds, Affordable Housing Program Funds, a construction of homes for immediate sale, resulting in a total of 88 homes for Phase I.

Phase II - Is anticipated for Fall 2010 and will utilize the balance of lots available at Liberty Meadow Estates, resulting in approximately 30 units: 22 single family/duplex mixed income lease to own units and approximately 8 market rate for sale homes.

Liberty Meadow Estates

The Illinois Housing Development Authority preliminarily approved financing for the Housing Authority of Joliet’s Briggs-Rosalind Homes (Liberty Meadow Estates) project. This three phase project will include a total of 186 units - 96 family and 90 duplex untis. Twenty-two market rate units will be built in the project.

The Development will have two, three or four bedrooms with square footage up to 1.800. Market rate units with square footages up to 3,350 also will be built to maximize the opportunities for a true Mixed Income Housing Development.

All units have a one or two car attached garage and will be built with 50% brick exteriors. Solid wood cabinets, washer and dryer, range, refrigerator, dish washer, mini blinds and hard-wired high speed internet/cable are part of the amenity package. Numerous elevations, color schemes, roof pitches and other exterior design elements will be incorporated to comply with anti-monotony requirements of the City of Joliet.

Liberty Meadow Estates will be a mixed income lease to own community marketed to families with incomes at or below 60% area median income. Market rate units will be sold outright to those able to obtain a mortgage.
