Mission


The Housing Authority of Joliet’s Mission is to promote adequate and affordable housing, economic opportunity and a suitable living environment FREE from discrimination.

In pursuing that mission the Authority is the major provider of assisted housing to low income families, elderly and disabled populations within not only the City of Joliet, Illinois, but also, within Will County Illinois. Currently the Authority provides 989 units of Conventional Public Housing units scattered throughout the City of Joliet; 1,189 Section 8 Housing Choice Vouchers, which provide housing throughout Will County; and 23 Bridge Subsidy and 19 Rental Housing Support Program units through the State of Illinois.


The Authority through its Not For Profit affiliate, the Will County Housing Development Corporation (WCHDC), is also developing 168 units of affordable (mixed income) housing through the Illinois Housing Development Authority’s Low Income Housing Tax Credit Program.


The Authority’s strategic goal, as incorporated in it's five year (2009-2013) Agency Plan approved by the U.S. Department of Housing and Urban Development on August 21, 2009, is to serve the needs of low income families within the community by pursuing the following objctives:

  • Expand the supply of assisted housing
  • Improve the quality of assisted housing
  • Increase assisted housing choices
  • Improve community quality of life and economic utility
  • Promote self-sufficiency and asset development of families and individuals


The Housing Authority of Joliet has diligently strived to meet its mission and, in doing so, has made significant progress towards achieving its goals/objectives. Yes, we have a long way to go, however, and more importantly, we are up to the challenge of providing the highest quality and affordable housing to low income families, seniors and disabled within our community.
